Kamal Adwan Hospital, the last fully functioning hospital in northern Gaza, is treating more than 150 patients, 15 of whom are in intensive care, including newborns, according to its director, Dr. Kamal Adwan, who is the director of the hospital's operations. Abu Safiya said the hospital is short of: Blood reserves Medicines Basic medical equipment, such as chest tubes Doctors and nurses at the hospital now "cannot provide anything" to patients seeking treatment, he said, adding that "the situation is catastrophic." The Palestinian Center for Human Rights (PCHR) said on Tuesday that healthcare in the northern area is "on the brink of collapse." Meanwhile, Abu Safiya said rescue teams trying to render aid to wounded Palestinians near Kamal Adwan Hospital "came under direct attack" by Israeli forces. The hospital director accused Israeli forces of firing artillery shells directly at the entrance, which he said amounted to a "direct attack on a health institution." CNN has reached out to the Israeli military for a response to Abu Safiya's comments.

 UN human rights envoy Volker Türk said he was "horrified" by the Israeli attack on Monday near Beirut's Rafik Hariri University Hospital,


which killed at least 18 people, wounded dozens more and caused significant damage to the hospital. Türk said all parties to the conflict must take precautions to avoid harm to civilians and medical facilities.  He also said all incidents involving hospitals must be  thoroughly and immediately investigated. According to a CNN analysis, the attack on Rafik Hariri University Hospital did not occur in an area covered by an Israeli military evacuation order. The Israel Defense Forces said they struck "Hezbollah terror targets" in Monday's attack.
